About this opportunity

The Allen Metropolitan Housing Authority (AMHA) in Lima, Ohio is requesting bids on comprehensive single-family home rehabilitation work at 631 S. Dana Avenue under IFB No. B26008, with bids due November 4, 2026 and a non-mandatory pre-bid conference and site walk-through on October 14, 2026 at 11:00 AM ET (remote Zoom option available).

All contractors must hold current appropriate licensing from Allen County and the State of Ohio per Chapter 4740 of the Ohio Revised Code. The scope includes all construction services detailed in the attached Project Manual and Drawings to restore the property to acceptable condition. The successful contractor must complete all rehabilitation work within 60 calendar days of receiving the Notice to Proceed, with normal working hours Monday through Friday, 8:00 AM to 4:30 PM ET.

Bidders must submit a single firm-fixed-price bid for the complete project and provide performance and payment bonds equivalent to 100 percent of the contract price or meet alternative bonding requirements (20 percent cash escrow or 25 percent irrevocable letter of credit). All contractors must carry Workers Compensation Insurance, General Liability Insurance with minimum $1,000,000 coverage naming AMHA as additional insured, and Automobile Insurance with combined single limit of $1,000,000. Contractors assume all costs including materials, labor, permits, insurance, and temporary facilities. Monthly progress payments are made at 30-day intervals based on percentage of work completed, subject to 10 percent retainage released upon final project acceptance.

Davis-Bacon Federal wage rates apply to construction contracts exceeding $2,000. Build America, Buy America (BABA) Act requirements apply if the contract exceeds $250,000. Bids are submitted through the eProcurement Marketplace at ha.internationaleprocurement.com. Written questions are due October 26, 2026 at 3:00 PM ET. Award will be based on low-bid evaluation, responsiveness, and contractor responsibility; AMHA reserves the right to reject any or all bids and require the apparent low bidder to submit a HUD-51000 Schedule of Amounts for Contract Payments form within five days of notification.
