About this opportunity
Maine Department of Transportation Fleet Services is requesting bids for a single drum vibratory roller under a best-value procurement with bids due November 7, 2012. In tie-bid scenarios, in-state vendors and those offering equipment produced or manufactured in Maine receive preference.
The equipment is a heavy-duty, self-propelled vibratory compactor for granular material compaction. Required specifications include a Tier 4 diesel engine with 45 horsepower gross power at 2500 rpm, a vibratory system delivering a minimum of 2460 vibrations per minute with 18,540 pounds of centrifugal force, drums not less than 37 inches in diameter with 47-inch minimum shell width, operating weight of at least 7,000 pounds, standard ROPS/FOPS protection, and propulsion speeds infinitely variable from 0 to 5 miles per hour in both forward and reverse. All paint and primers must be lead-free; hardware must meet Grade 10 metric or US Grade 8 minimum. Bidders must submit detailed specification sheets with proposals rather than brochures or website references. The awardee must provide factory-trained and certified operator training within eight weeks of delivery and supply two copies each of the Operator's Manual and Parts Manual.
All bid pricing includes shipping and delivery to MDOT Fleet Services at 105 Capitol Street, Augusta, Maine 04330. The state evaluates on price, delivery schedule, warranty terms (the greater of one year or the manufacturer's standard warranty), manufacturer performance data, and parts availability. Electronic submission closes at 2:00 p.m. local time. Maine DOT reserves the right to pre-inspect equipment before delivery and to increase or decrease quantities by up to 10 percent. All exceptions to specifications must be submitted as questions during the bid period. The state is exempt from federal and Maine state sales and use taxes.
