About this file
This specification document outlines the requirements for a Single Drum Vibratory Roller procurement by Maine Department of Transportation (MDOT) Fleet Services. The solicitation requests bids for a heavy-duty, self-propelled vibratory compactor specifically designed for granular material compaction. The equipment must meet or exceed all Federal, OSHA, and applicable State regulations, with award determination based on best value considering price, delivery schedule, warranty terms, manufacturer performance data, and parts availability. Bidders are required to submit detailed specification sheets with their proposals listing exact equipment specifications rather than references to standard brochures or websites. The vendor must provide factory-trained and certified personnel to conduct operator training within eight weeks of delivery, along with two copies each of the Operator's Manual and Parts Manual. All bid pricing must include shipping and delivery to MDOT Fleet Service at 105 Capitol Street, Augusta, Maine 04330, with delivery of necessary paperwork including Certificate of Origin, dealer's certificate, and billing invoices required upon unit delivery.
The specifications establish minimum performance and design standards including a Tier 4 diesel engine with 45 horsepower gross power at 2500 rpm, a vibratory system providing minimum 2460 vibrations per minute with 18,540 pounds of centrifugal force, drums not less than 37 inches in diameter with 47-inch minimum shell width, operating weight of at least 7,000 pounds with standard ROPS/FOPS, and propulsion speeds infinitely variable from 0 to 5 miles per hour in both forward and reverse. All paint and primers must be lead-free, and Grade 10 metric or US Grade 8 hardware is required as minimum. Warranty terms shall be the greater of one year or the manufacturer's standard warranty, commencing from the MDOT Fleet Services in-service date. Maine DOT reserves the right to pre-inspect equipment before delivery, and all exceptions to specifications must be submitted as questions through the designated Question and Answer link during the bid period.
