About this opportunity

The Florida Department of Highway Safety and Motor Vehicles, on behalf of the Florida Highway Patrol, is soliciting competitive bids through Invitation to Bid FLHSMV-ITB-037-26 for the purchase and delivery of single cell partition transportation systems for use in FHP and other Department vehicles. The procurement seeks to establish a contract with one responsible and responsive bidder for the supply of these systems, which must be manufactured by Troy Products or an approved equivalent providing identical features, including all required brackets and hardware for installation but excluding installation services themselves. The systems must be compatible with 2025 and newer model year vehicles including Chevrolet Tahoe, Ford F-150, Dodge Durango, and Chevrolet Silverado, with an estimated annual purchase of approximately 12 units per vehicle model (50 units total annually). All products must meet specified technical requirements including 14-gauge military-grade alloy steel frames with black powder coat finish, anti-rattle features, polycarbonate panels, removable access divider panels, and ventilation holes, with deliveries required within 90 days of written request and a manufacturer's limited lifetime warranty provided. Bidders must submit completed forms including Bidder Information Form (Attachment D), Price Sheet (Attachment E), Subcontractor Utilization Form (Attachment F), and required state forms (PUR 2023, PUR 2024, PUR 7801), along with detailed schematics and specifications and one completed sample of each system type for testing and approval at the Central Installation Facility in Middleburg, Florida. Critical deadlines include February 3, 2026, at 3:00 p.m. Eastern Time for written inquiries, February 25, 2026, at 2:00 p.m. Eastern Time for bid submission, bid opening at 2:30 p.m. on the same date, and the anticipated Notice of Intent to Award posting on March 10, 2026.

The contract provides an initial term of five years from contract execution or purchase order issuance with an option to renew for an additional five years contingent upon satisfactory service and annual legislative appropriation. Pricing must be submitted on a firm and fixed basis covering all shipping and delivery costs on a free on board (FOB) destination basis with inside delivery required, with no separate packing, freight, or delivery charges permitted. Out-of-state bidders must include a written letter from an attorney licensed in their state describing any business preferences granted by that state, with Florida applying a 5 percent preference to out-of-state bids unless the out-of-state bidder's home state grants a different preference. The solicitation does not indicate specific set-aside designations for disadvantaged enterprises or identified incumbent vendors, though the award will be made to the lowest responsive and responsible bidder based on the Grand Total Price submitted on the price sheet. The contractor assumes responsibility for all replacement costs of defective or damaged materials discovered during the contract term, with replacements required within 24 hours of notification or within 3 business days if the magnitude jeopardizes service delivery. While no specific budget range is disclosed in the solicitation documents, the estimated procurement volume of 50 units annually across four vehicle models provides a basis for pricing evaluation, with bidders also required to provide a minimum 10 percent discount on other catalog items for single cell partitions and accessories not listed on the price sheet.
