About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids on simulated training equipment for the Sheriff's Office under ITB BL041-23, with bids due March 2, 2023 at 2:50 p.m. local time and public opening at 3:00 p.m. the same day. All bids must be submitted in duplicate in physical form; electronic submittals are not accepted. Firms on the Gwinnett County ineligible source list are prohibited from bidding.

The scope comprises one Virtual Reality Training Simulator for use-of-force and de-escalation training and two laptop projection screen-based marksmanship trainers (FATS 100-P or equivalent). The VR system must accommodate a minimum of two deputies simultaneously with scenario-based training, instructor controls for scenario authoring and editing, environmental adjustments, and equipment loadout customization. Marksmanship trainers must support dual users, deliver real-time performance feedback and analysis, assess reloads and malfunctions, and permit uploading of Georgia POST and agency qualification courses. Equipment must include true replicas of GCSO-issued firearms: two each of Glock 17, M4/AR15 platform rifle, Taser 7, baton, OC spray, and flashlight. Pricing must be all-inclusive of freight, delivery, installation, configuration, on-site training for up to five trainees per simulator, and all accessories, with FOB Destination Freight Pre-Paid and Allowed delivery. A minimum one-year standard warranty beginning after complete system acceptance is required.

Delivery, installation, training, and payment must be completed on or before June 30, 2023, due to grant funding constraints from the Criminal Justice Coordinating Council. Vendors must be registered and in good standing on sam.gov, carry commercial general liability of $500,000 per occurrence, auto liability of $500,000 per occurrence, and umbrella liability of $1,000,000 (all carriers A.M. Best A-5 or higher), and provide notarized Contractor Affidavit and Agreement for E-Verify participation. The question deadline is February 22, 2023. Addendum 1 clarifies that two full marksmanship trainer systems are required, designated for different facilities. Bidders must acknowledge all addenda on the Bid Schedule to avoid non-responsiveness. Street Smarts VR, Inc. was recommended for award at $142,600 total ($48,250 for the VR simulator and $94,350 for the two marksmanship trainers).
