About this opportunity
The Town of Breckenridge, located in Summit County, Colorado, is seeking design consulting services for the Silver Queen Water Main Upgrades project through a Request for Proposals (RFP) issued on October 30, 2025. The procurement aims to upgrade approximately 4,265 linear feet of existing water distribution main between the Silver Queen Tank and Highway 9, with proposals due on December 12, 2025, at 10:00 a.m. MST. The selected consultant will be responsible for comprehensive design services, including field investigations, geotechnical drilling, utility locates, field surveys, and developing construction documents at 30%, 90%, and final stages. Deliverables will include design reports, plans, specifications, construction cost estimates, schedules, and easement location documentation, all of which must adhere to the Town's Engineering and Water Standards and Technical Specifications. Interviews are scheduled for December/January 2025, with a contract award targeted for January 2025, and the project is planned for implementation in 2027/2028 as part of the Gary Roberts Water Treatment Plant rehabilitation project.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The Town will utilize a Construction Manager/General Contractor (CM/GC) approach to facilitate input on constructability, cost estimates, and project coordination. Consultants must submit detailed financial information and provide insurance coverage, including General Liability ($2,000,000 per claim), Professional Liability ($2,000,000 per claim), Workers Compensation, and Comprehensive Automobile Liability ($2,000,000 per claim). While specific budget ranges are not explicitly stated, the project involves a significant infrastructure upgrade with comprehensive design requirements. The Town will provide existing GIS data and coordinate property owner easements, indicating a collaborative approach to the project's implementation. The unique procurement strategy suggests the Town is seeking a highly qualified consultant with extensive experience in municipal water infrastructure design and construction management.
