About this opportunity

The City of Detroit, Oregon is issuing a Request for Competitive Quotes (RFQ) for design/build services to install a new diesel generator and automatic transfer switch (ATS) at the Silver Bullet Pump Station. Licensed and qualified electrical contractors with demonstrated experience installing permanent standby generators for water or wastewater systems are required to submit three municipal installation references and conduct a mandatory site visit by March 30, 2026 to obtain electrical demand information. The project scope encompasses design and installation of generator and ATS systems, construction of new concrete slabs, excavation and installation of underground electrical conduit, utility locate coordination, erosion and sediment control implementation, startup and testing supervision, permit acquisition, staff training, and seismic anchor bolt design. The lump-sum bid will be divided into six tasks: site work, equipment purchase, equipment installation excluding generator connection, generator installation and connection, startup and training, and drawings/permits/incidentals. Quotes must be submitted by April 7, 2026 at 2:00 p.m. to Matthew Del Moro at HBH Consulting Engineers, Inc., or Michelle Connor at the City of Detroit. Award will be made based on the contractor whose quote best serves the City's interests, considering price, experience, expertise, availability, and project understanding, with work completion required within 90 calendar days after Notice to Proceed and no later than August 31. The City retains the right to award the full scope, reduced scope, or portions of the project based on available funding.

This procurement is funded through American Rescue Plan Act (ARPA) funds administered by Business Oregon and is subject to Oregon prevailing wage requirements under ORS 279C.800-279C.870, with contractors required to comply with prevailing wage rates and obtain Performance Bonds. All contractors must register and maintain current status in SAM.gov and comply with federal requirements including the Byrd Anti-Lobbying Amendment, Copeland Anti-Kickback Act, debarment and suspension rules, and Equal Employment Opportunity provisions. Mandatory insurance coverage includes Commercial General Liability ($1,000,000 combined single limit, $2,000,000 aggregate), Automobile Liability ($500,000 combined single limit), and Workers' Compensation insurance. Liquidated damages of $100 per day apply for failure to meet the completion deadline, and the contract incorporates ARPA-specific clauses addressing whistleblower protections, federal inspection rights, clean air and water standards, and preference for United States-made goods. No specific award value or budget range is disclosed in the procurement documents. No set-asides for disadvantaged enterprises or restrictions limiting contractor type are identified in the available documentation.
