About this opportunity
The ScholarShare Investment Board (SIB) is seeking quotes from California-certified small or micro businesses for translation, language interpretation, and design services in support of the California Kids Investment and Development Savings Program (CalKIDS) and other agency needs, with quotes due November 3, 2026 at 4:00 p.m. Pacific Time. This solicitation is restricted to California-certified small businesses or micro-businesses meeting commercially useful function requirements under Government Code section 14837(d)(4).
The scope covers translation into 21 languages (Arabic, Armenian, Chinese, Farsi, French, German, Hindi, Hmong, Japanese, Khmer, Korean, Lao, Mien, Portuguese, Punjabi, Russian, Spanish, Tagalog, Thai, Ukrainian, and Vietnamese); live interpretation for in-person and virtual events in those same languages plus American Sign Language; and Adobe InDesign redesign services for translated documents. Translation projects range from approximately 100 to more than 1,000 words with a standard two-week turnaround. The contractor must maintain a California office throughout the contract term.
The maximum contract amount is $50,000 for the initial two-year term (January 1, 2027 through December 31, 2028), with an optional one-year extension of up to an additional $25,000. Bidders must provide cost-per-word rates for each language, hourly rates for interpretation and design work, project minimums if applicable, and rush charges if available. Travel costs are capped at $5,000 annually and must comply with California Department of Human Resources rates; out-of-state travel reimbursement requires prior written authorization. All quoted rates must remain constant throughout the agreement term.
Contractors must demonstrate a minimum of three years of professional translation or interpretation experience with government agencies or comparable institutions and provide examples of at least three similar projects completed within the past five years. Questions are due October 13, 2026 at 12:00 p.m. Pacific Time.
