About this opportunity

Grand County, Utah is requesting proposals for Shuttle Attendant services at Arches National Park, with proposals due August 11, 2026 and anticipated award August 18, 2026; service commences September 1, 2026. This is a coordinated procurement between the County and the National Park Service.

Shuttle Attendants will staff shuttle-serviced parking lots (including Delicate Arch Trailhead, Windows Viewpoint, and Panorama Point) to greet and orient visitors, provide wayfinding and parking guidance, monitor parking and shuttle capacity, identify when overflow areas should be deployed, and serve as the primary emergency conduit to NPS. The service operates seven days per week. Proposers must demonstrate capacity to field up to four Shuttle Attendants simultaneously during peak conditions and submit scalable staffing tiers for coverage adjustments above baseline hours.

The pricing structure is a fully loaded hourly rate per Shuttle Attendant, not to exceed $114,000 for 2,780 hours of staff time, with separate line items for one-time onboarding, training, and equipment expenses. Pricing must include detailed cost build-up. The service period spans approximately six months—September 1 through October 31, 2026, and March 1 through June 30, 2027—adjustable by mutual agreement between NPS and the County.

Responses are limited to six pages and must include firm profile, relevant experience, staffing and training approach, pricing details with cost build-up, and key personnel references. All questions, addenda, and proposals must be submitted through the Bonfire procurement portal. The County retains discretion to award, specify service periods, and set minimum service levels; any resulting agreement will be administered by Grand County and subject to applicable County, state, and federal requirements.

Opportunity text

Grand County, Utah (the "County") seeks proposals from qualified firms or organizations (each, a "Proposer") to provide Shuttle Attendant ("SA") services at Arches National Park. SAs provide visitor information and help facilitate shuttle services at shuttle-serviced parking lots, working as part of the broader Moab-to-Arches shuttle system providing a fare-free shuttle service. The service is intended to enhance the safety, efficiency, and experience of park visitors and shuttle riders by helping riders orient themselves, ensure the shuttle parking area remains clear, supporting decisions about when overflow areas and adjusted service levels are warranted, and providing a direct, reliable conduit to the National Park Service ("NPS") for emergencies and incidents. This is a Request for Proposals ("RFP"); and the County will use responses to establish qualifications and a price basis for the service.
