About this opportunity
The Louisiana Department of Transportation and Development is soliciting bids for the Shreveport Pavement Program, a federal-aid asphalt rehabilitation project spanning approximately 11.45 miles across Bossier Parish and the City of Shreveport, with bids due October 14, 2026 at 10:00 a.m. via electronic bidding through www.bidx.com. Bidders must be licensed for Highway, Street, and Bridge Construction under Louisiana Revised Statutes 37:2150-2165 and must register online prior to bid submission.
The scope encompasses milling asphalt concrete, reinforced paving mat placement, asphalt concrete overlay, pavement patching, and related work on Lakeshore Drive (Highway 79 to west of Levy Street), Clyde Fant Memorial Parkway (Lake Street to East 70th Street interchange), North Hearne Avenue/Jack Wells Boulevard (North Market Street to Clyde Fant Memorial Parkway), East Kings Highway (East 70th Street to Captain H.M. Shreve Boulevard), Pierremont Road (Interstate 49 to Akard Avenue), and Audrey Lane (Martin Luther King Drive to Hawkins Street). Work restrictions apply: Pierremont Road is limited to 7:00–8:30 a.m. and 4:00–6:00 p.m. weekdays; work is prohibited during holiday periods and severe weather events, which are treated as excusable, non-compensable delays.
The estimated contract cost ranges from $2.5 million to $5 million, with the actual estimate value published at bid opening for award determination. The contract duration is 270 calendar days from Notice to Proceed, with an initial 90-day assembly period permitted for preparatory work. This is a federal-aid project subject to Build America, Buy America provisions requiring domestic manufacturing of iron, steel, and construction materials unless a waiver is obtained. The contract requires electronic payroll submission, comprehensive insurance with coverage limits based on contract amount, and job training participation (approximately 2,000 trainee hours). Payment adjustments are designated for asphalt cements, fuels, and steel based on monthly price indices. The project engineer is Michael Murphy of Beast Engineering, LLC.
