Construction is federally funded through the Local Agency Program (FPN 442870-2-68-01) and will be subject to Davis-Bacon Act wage requirements and E-Verify employment verification.
The estimated CEI contract value is $1,109,830, with compensation determined through negotiation following selection via lump sum, specific rate, or combination method. The selected consultant must carry commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, plus professional liability coverage of $2,000,000. Construction Notice to Proceed is anticipated September 8, 2027, with substantial completion targeted November 1, 2028. A non-mandatory pre-proposal conference is scheduled June 10, 2026 at 11:00 a.m., and written questions are due by 4:00 p.m. on June 16, 2026. Addendum No. 1 clarifies that staff hour estimates are not required with proposal submission and confirms that construction plans are preliminary; finalized design is anticipated by year-end 2026. Proposers must acknowledge receipt of the addendum with their submission and notify the Procurement Services Representative in writing within ten calendar days prior to the proposal closing date if any requirements inadvertently restrict competition or limit the solicitation to a single source.
