About this file
This is Addendum No. 1 to Request for Qualifications RFQ2026012 issued by a Florida government entity for Construction Engineering and Inspection (CEI) services for the Shingle Creek North Ph 2C Countyline Connector project. The addendum provides clarifications to the original RFQ document through eight questions and answers addressing certification requirements, staffing, and project scope. Key clarifications include confirmation that SSPC C-3 Supervisor/Competent Person Training for deleading is not required, that a Resident Compliance Specialist is mandatory and must complete required computer-based training, and that staff hour estimates are not required with the proposal submission. The addendum confirms that construction plans are preliminary and currently being updated, with finalized design anticipated by year-end 2026; consultants should note that final design documents may differ from the attached preliminary plans. The solicitation seeks one FDOT pre-qualified consulting firm under work type 10.0 to provide comprehensive CEI services in accordance with Rule Chapter 14-75, Florida Administrative Code.
The estimated CEI contract value is $1,109,830 based on an estimated construction cost of $9,583,015. Funding will be provided through federal and local agency funds. The contract will support construction administration, inspection, materials sampling and testing, and contract compliance activities. Proposers must acknowledge receipt of the addendum with their submission. Detailed staff hour estimates and fee proposals will be requested during contract negotiations with the selected consultant rather than as part of the initial RFQ response. Qualified proposers are responsible for identifying any language or requirements that may restrict competition or constitute single-source procurement.
