About this opportunity
Elk Creek Township in Erie County, Pennsylvania is seeking sealed bids for the Sherrod Hill Road Bridge Replacement Project (Contract 2025-SH), which involves replacing an existing 34-foot span concrete adjacent box beam bridge with a new 64'-7" spread box beam bridge and reconstructing approximately 510 feet of adjacent asphalt roadway. The project requires electronic bid submission via PennBid by December 9, 2025, at 3:00 p.m., with a mandatory pre-bid conference scheduled for November 20, 2025, at 9:00 a.m. at the Elk Creek Township Building. Bidders must be pre-qualified in PennDOT's Engineering and Construction Management System (ECMS) for specific work class codes (S1 and S9) and submit a bid security equal to 10% of the total bid amount. The project specifications include detailed requirements for bridge construction, roadway grading, drainage, and erosion control, with specific technical specifications for materials such as prestressed concrete spread box beams, steel piles, and concrete classes. Bid evaluation will consider unit pricing for various construction items, and the township reserves the right to reject any or all bids and waive any informalities in the bidding process.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though the project mandates compliance with equal employment opportunity laws. Prevailing wage regulations will apply, and the township is exempt from Pennsylvania state sales and use taxes on materials and equipment incorporated into the work. The project has a comprehensive scope involving right-of-way acquisition from two property owners, George D. Ward, Jared D. Ward, David P. Hotchkiss, and Annette K. Hotchkiss, covering approximately 162.190 acres. While a specific budget range is not explicitly stated, the detailed engineering plans suggest a significant infrastructure investment, with the project addressing critical transportation infrastructure needs in a rural local road context. The Elk Creek Township Supervisors will review bids and potentially award the contract on December 15, 2025, at 7:30 p.m., with bids remaining valid for up to 60 days from the opening date for thorough review and bidder qualification assessment.
