About this opportunity

San Mateo County Sheriff's Office is requesting proposals for towing, roadside assistance, vehicle recovery, secure storage, and non-passenger vehicle disposal services with a proposal due date of June 19, 2026. Preference may be given to contractors with demonstrated experience supporting law enforcement agencies, including large-scale vehicle recovery operations and evidence preservation procedures.

The scope encompasses 24/7 service coverage within and outside San Mateo County for Sheriff's Office and County-authorized operational needs exclusively — this is not a public rotation towing program. Services include towing of Sheriff's Office vehicles using wheel lift, flatbed, and lowboy equipment; emergency roadside assistance (jump starts, lockout services, fuel delivery, tire service); accident and non-accident vehicle recovery; secure storage for internal combustion engine vehicles, electric vehicles, and recreational vehicles; equipment rental for specialized tools; and removal and disposal of non-passenger vehicles including recreational vehicles, trailers, boats, and abandoned or unlawfully occupied structures. Contractors must maintain a properly licensed, staffed, and equipped fleet capable of meeting required response times and comply with all applicable federal, state, and local laws and environmental regulations. Facilities must be suitable for secure vehicle and evidence storage.

The contract term spans five years: three base years plus two option years. The cost breakdown template requires contractors to submit pricing for approximately forty-three distinct line items across five service categories, with separate rates for each of the five contract years.

The County's standard contract template for agreements exceeding $200,000 applies. Contractors must obtain all required licenses and permits at their own expense and maintain comprehensive insurance coverage including general liability ($1,000,000), motor vehicle liability ($1,000,000), and professional liability ($1,000,000), with the County named as additional insured. The County may terminate the agreement without cause upon 30 days' notice or immediately for material breach after providing five business days to cure.
