About this opportunity
The Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Purchases issued a Request for Bid (RFB) on behalf of the Division of Highways for the procurement of sheet pilings for D-1 structures in Laurel County. The solicitation seeks the delivery of 42 units of 5GA x 21.65" x 14' interlocking sheet pilings with dip galvanized finish and 42 units of 5GA x 21.65" x 16' interlocking sheet pilings, also dip galvanized, to be shipped to the KY Department of Highways (Structures Crew) in Smithland, Kentucky, with 48-hour advance notification required prior to delivery. This is a one-time contract with no renewal options. Bids were evaluated on a best-value scoring basis with price weighted at 95 points and delivery time weighted at 5 points, with the lowest-priced conforming bid receiving maximum points. All quotations were required to be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors bearing all shipping costs and freight claim responsibility. Written questions were due by March 15, 2022, with the Commonwealth's response scheduled for March 16, 2022, bids closing on March 23, 2022, at 1:30 p.m. Eastern Time, and a tentative award date of March 29, 2022. Late delivery penalties were assessed at one percent per day of the invoice for each day delivery was missed, provided delays were not caused by circumstances beyond the vendor's control. All bids were required to remain valid for a minimum of 90 calendar days after bid closing.
Resident bidder preferences and qualified bidder preferences apply pursuant to Kentucky Revised Statutes. Online submission through the Commonwealth's eProcurement System was mandatory; emailed and hard-copy bids were not accepted. All bidders were required to complete and submit the Annual Affidavit form establishing compliance with Kentucky campaign finance laws (KRS 45A.110 and KRS 45A.115), subcontractor disclosure requirements, Kentucky Department of Revenue registration for sales and use tax collection, non-delinquency on state taxes and fees, and non-participation in boycotts of jurisdictions with which Kentucky maintains open trade (KRS 45A.607). Successful contractors must be registered with the Commonwealth eProcurement System and comply with all applicable Kentucky procurement regulations and ethics requirements. No specific budget range or award value was disclosed in the available solicitation documents.
