About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Education, is requesting bids on sheet metal and steel products for welding, HVAC, and machining applications at Kentucky Area Technology Centers statewide under RFB 758 2700000102, with bids due September 23, 2026 at 1:30 PM ET. Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities receive reciprocal preference and fixed preferences of 20 percent and 15 percent respectively.
The solicitation establishes a master agreement encompassing 20 product groups: round bars (hot and cold rolled), square bars, angle iron, flat bars, square tubes, round tubes, pipes, rectangle tubes, steel sheets, and A36 structural steel in both hot and cold rolled finishes. Vendors may bid on selected groups independently rather than all categories. Bidders must identify delivery capability across 12 Highway Districts in Kentucky. The contract is performance-based, requiring vendors to provide discount percentages off current list prices and delivery timelines; no specific volumes are established in the RFB.
The initial contract term is two years from award, with three optional two-year renewal periods available by mutual written agreement. The Commonwealth reserves the right to award to multiple vendors by group. Evaluation uses best value methodology weighted 90 points for price and 10 points for delivery time. Pricing must remain firm for 60 calendar days after the bid due date and remain valid throughout the contract period, though vendors may adjust future pricing while maintaining agreed discount percentages. Delivery terms are FOB Destination Freight Prepaid and Allowed, with one percent deducted from invoices per day delivery is late.
Bidders must be registered in the Commonwealth's eProcurement System and submit responses electronically only; paper bids will be rejected. Prior to award, successful bidders must submit Kentucky Tax Registration Application (Form 10A100), a Certificate of Authority if foreign, and required affidavits. Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate is required, along with Automobile Liability Insurance if the contractor provides delivery. A non-mandatory vendor conference is scheduled for September 9, 2026 at 10:00 AM ET via Microsoft Teams; written questions are due September 10, 2026 at 1:30 PM ET. Contact Angie Johnson at 502-564-6194 for additional information.
