About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is soliciting bids for a Master Agreement to supply sheet metal and steel products for welding, HVAC, and machining at Kentucky Area Technology Centers, with bids due September 23, 2026, at 1:30 PM ET. Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's home state; qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with disabilities will receive a 15 to 20 percent preference on maximum points.
The scope encompasses 20 product groups: round bars, square bars, angle iron, flat bars, square tubes, round tubes, rectangle tubes, pipes, steel sheets, and A36 structural steel in both hot-rolled and cold-rolled specifications. Vendors must confirm service and delivery capability to all twelve highway districts and submit discount percentages off current list prices for each product group, along with delivery timelines measured in business days. Quotations must be F.O.B. Destination Freight Prepaid and Allowed.
Evaluation uses best value scoring with 90 points for price (lowest bidder receives maximum points) and 10 points for delivery performance. The initial contract term is two years from award, with the option to extend for three additional two-year periods with written approval from all parties. The Commonwealth reserves the right to renegotiate terms and conditions during renewals.
Prior to award, bidders must submit Revenue Form 10A100, proof of Secretary of State registration for foreign entities, required affidavits including the Annual Affidavit attesting compliance with Kentucky campaign finance laws, and proof of Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. All bids must be submitted electronically through the Kentucky eProcurement system. An optional vendor conference is scheduled for September 9, 2026, at 10:00 AM ET via Microsoft Teams. Written questions are due by September 10, 2026, at 1:30 PM ET, with responses due by September 16, 2026.
