About this opportunity
The Commonwealth of Kentucky, Department of Juvenile Justice, is soliciting bids through a Request for Quotation (RFQ 758 2300000078) for the procurement and installation of one storage shed for the Boyd Regional Juvenile Detention Center in Ashland, Kentucky. The shed must measure 8 feet by 14 feet by 32 feet with vertical metal exterior walls, wood interior walls, a 9-foot garage door, 36-inch man door, 12-inch on-center floor joists with 3/4-inch plywood flooring, 2x6 floor joists, 42 feet of shelving, OSB sheathing on the roof and sides, a metal roof with gable vents, and galvanized exterior fasteners capable of withstanding 100 miles per hour winds. The shed must be engineered and constructed without electricity, feature key-lockable doors, and be delivered and installed on-site at the Boyd Regional Juvenile Detention Center located at 2420 Roberts Drive, Ashland, Kentucky, on existing blacktop requiring moderate leveling. All quoted pricing must be all-inclusive of shipping, installation, and all associated charges and must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis. The evaluation will be conducted on a best value basis weighted at 90 points for price and 10 points for delivery and installation time, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally. Written vendor questions were due by October 25, 2022, at 10:00 AM ET, and the solicitation closing date is November 2, 2022, at 1:30 PM ET, with all responses required to be submitted electronically through the Commonwealth eProcurement system and Kentucky Vendor Self Service portal. Bidders must submit responses with bid information marked for best price and best delivery or installation time, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities may receive preference equal to 15 to 20 percent of maximum evaluation points. Vendors must submit all required documentation prior to contract award, including a Kentucky Tax Registration Application (Revenue Form 10A100), Certificate of Authority if a foreign entity, Annual Affidavits certifying compliance with Kentucky campaign finance laws, sales and use tax registration, state tax payment obligations, and trade boycott prohibitions, and Equal Employment Opportunity forms if applicable. All affidavits must be sworn and notarized and are effective for a maximum of one year. Vendors are subject to a one percent daily deduction from invoices for each day delivery is missed, and the contract will be awarded to a single vendor on a Group All basis, requiring bidders to bid all line items or face rejection as non-responsive. The solicitation does not specify an initial contract period or renewal options, and no incumbent vendors or current contractors are identified in the documentation. No budget range or award value is provided in the solicitation materials; however, the contract may be terminated by the Commonwealth with 30 days' notice and is governed by Kentucky law.
