About this opportunity
The Texas Space Commission is soliciting information on existing or conceptual shared-user space propulsion test and evaluation facilities capable of conducting research, development, testing, and evaluation in Texas under RFI 358-26-004, with responses due September 14, 2026 at 2:00 p.m. Central Time. This is nonbinding market research, not a procurement or commitment of funds, and does not establish preference, eligibility, or obligation for future opportunities.
Respondents must demonstrate successful prior work with NASA involving environmental verification, test-infrastructure development, or payload testing. The RFI explicitly requires separation of verified current capabilities from proposed or conceptual capabilities. Ineligible respondents include those unable to demonstrate prior NASA test-infrastructure work, entities proposing exclusive-use infrastructure, and those acting solely as brokers or pass-through administrators.
The scope covers 19 specified technical areas: propellant types and handling, engine classes and thrust ranges, cryogenic systems, instrumentation and control systems, safety and emergency response protocols, facility operations, hazardous materials handling, and shared-user governance models. Respondents may submit technology-only responses, demand-only submissions, facility-owner information, or consortium proposals through a lead respondent.
Responses must be submitted electronically to TSCRFI@space.texas.gov. The Texas Space Commission may conduct voluntary site visits and request written clarifications following submission, with a completeness review period scheduled for September 14–21, 2026. No pricing or compensation is offered for response preparation or participation. Information gathered will inform potential future actions, including feasibility studies, professional-services procurements, competitive grant opportunities, or legislative requests, subject to separate Board authorization and applicable law.
