About this opportunity
The City of Sun Prairie, Wisconsin is seeking qualified contractors to provide shared-ride taxi services through Request for Proposal (RFP) 19PLA36. The procurement calls for a door-to-door, demand-responsive, advanced reservation taxi service available to the general public within Sun Prairie and a three-mile radius. Services will operate seven days per week with specific hours: 6:00 AM to 11:00 PM on weekdays, extending to 2:45 AM on Friday and Saturday, and closing at 8:00 PM on Sunday. The contractor must maintain a minimum of 12 vehicles and provide approximately 606 weekly scheduled vehicle/driver hours. Key qualifications include possessing at least nine vehicles (model year 2013 or newer), operating a 24/7 automated dispatch system, and demonstrating three years of ground transportation industry experience. Proposal evaluation will be based on a 100-point system: 70 points for technical factors (Professional Competence at 20 points, Capacity at 25 points, and Experience at 25 points) and 30 points for price. The RFP was issued on August 26, 2019, with proposals due September 30, 2019 at 2:00 PM, and the contract period spans January 1, 2020 through December 31, 2021, with three potential one-year renewal options.
The contract includes a Disadvantaged Business Enterprise (DBE) participation goal of 1.1 percent and is subsidized by state and federal transit operating funds. Contractors must comply with Federal Transit Administration drug and alcohol testing requirements and civil rights provisions. The procurement allows for flexible labor models, including the potential use of non-employee drivers such as 1099 independent contractors, subject to specific administrative and safety requirements. Contracted drivers must undergo random drug testing and mandatory safety training, with the proposer responsible for tracking cash payments and ensuring compliance with public transit regulations. The City's 2019 budget allocation for share-ride taxi services is $1,018,525, and the contract will be a firm-fixed price covering all operating and administrative costs. Payment will be calculated based on actual hours of service performed minus collected revenues. Option year pricing will be adjusted annually using the Consumer Price Index for All Urban Consumers (CPI-U), with the City reserving the right to discontinue option years if price increases are deemed unreasonable.
