About this file
This is a Questions and Answers document for RFP 19PLA36 issued by the City of Sun Prairie, Wisconsin, regarding shared-ride taxi services. The procurement seeks qualified contractors to provide door-to-door, demand-responsive, advanced reservation shared-ride taxi services available to the general public within a specified service area. The City is open to app-based, on-demand service models that also support phone reservations and pre-scheduled bookings, provided that vendors maintain dispatching services meeting RFP requirements and accept reservations without requiring app usage. The document does not specify response dates, due dates, site visits, bidder meetings, or contract term information.
The City's 2019 budget allocation for shareride taxi services is $1,018,525. A significant outstanding question regarding the use of non-employee drivers, such as 1099 independent contractors operating a designated fleet of branded vehicles, remained unresolved at the time this Q&A document was issued. The City indicated that the State of Wisconsin's allowance of such arrangements was uncertain and would provide clarification once received from state authorities. The use of contractor drivers was presented as potentially offering operational efficiencies through reduced deadhead hours and vehicle requirements, thereby lowering costs to the City.

19‐PLA36 Share‐Ride Taxi Services Questions and Answers
1. We are encouraged to see Sun Prairie’s commitment to providing shared‐ride services. Is the
City interested in responses that propose an app‐based, on‐demand service model? Under such a model, customers would request rides in real‐time using a mobile application. Such a model would additionally support over the phone and pre‐scheduled reservations.
Answer: Yes, as long as the vendor has dispatching services that meet the requirements stated within the RFP and will accept reservations without the use of an app.
2. Can the City provide an annual budget for this procurement?
Answer: The City’s 2019 budget for share‐ride taxi services is $1,018,525.
3. Is the City open to using non‐employee drivers where legal and appropriate? These drivers, for example, could be 1099 contractors that drive a designated fleet of branded vehicles, held exclusively for use by the City. Using contractor drivers allows for more flexibility in the labor model and a consequent scale up and down of vehicles to match demand throughout the day.
This operating efficiency generally reduces deadhead hours and vehicles required, reducing the cost to the City.
Answer: It is unknown at this time whether the State of Wisconsin will allow this. The City of
Sun Prairie will provide an answer once it is received.
