About this opportunity

Lehi City Corporation is issuing a Request for Bids (RFB No. 2026-01) for the Shadow Ridge Water Main project, a culinary water infrastructure installation project. The project scope involves installing approximately 660 linear feet of 14-inch Class 350 ductile iron pipe with associated fittings and valves within City-owned property designated for future park development. Deliverables include installation of two 14-inch butterfly valves, four 45-degree ductile iron elbows, two 11.25-degree elbows, one 14-inch by 6-inch mechanical joint by flange tee, one 6-inch flange gate valve, one 6-inch culinary blow-off valve, and 180 cubic yards of pipe bedding material, with all ductile iron pipes and fittings wrapped in purple poly sock. The contractor must disinfect the new line by chlorination in accordance with AWWA Standard C-651 and conduct pressure testing per Lehi City standards. Respondents must submit comprehensive proposals including a letter of transmittal, project team qualifications, client references, timeline, itemized cost proposal with Bid Summary Sheet, and financial reports for the past three fiscal years. Evaluation criteria include proponent qualifications, professional reputation, quality of goods and services, financial resources, litigation history, availability and schedule, ability to provide future maintenance, pricing, and best economic advantage to the City. Questions must be submitted through the Bonfire website by February 23, 2026, at 5:00 PM MST, and all proposals must be submitted electronically through Bonfire by February 25, 2026, at 5:00 PM MST (due date listed as February 26, 2026). No pre-bid meeting will be held for this project. The project contact is Greg Allred, Water Department Manager, at (385) 201-2425 or gallred@lehi-ut.gov.

The RFB documents do not indicate any specific set-aside designations or restrictions limiting responses to particular types of organizations, disadvantaged enterprises, or minority-owned businesses. No incumbent vendors or current contractors are identified in the procurement documents. The project requires integration with existing 14-inch DR-14 PVC waterline infrastructure; the new ductile iron main will be installed parallel to the existing line with connections at both ends and scheduled shutdowns to tie in the new waterline once construction is complete. The contractor must comply with all insurance and bonding requirements, including workers' compensation insurance with employer's liability limits of not less than $1,000,000, commercial general liability insurance of not less than $3,000,000 per occurrence and aggregate, and commercial automobile liability insurance with combined single limits of at least $1,000,000. The contractor must also provide performance and payment bonds equal to the contract price and a warranty bond or letter of credit equal to 10 percent of the payment amount. All pricing must be firm for the contract duration with no price changes or additions permitted except through approved change orders, and all transportation, mobilization, and other charges must be included in the proposal price. The RFB documents do not specify an estimated award value or budget range for the project.
