About this opportunity

The City of Milford, Texas is requesting sealed bids for the Shabazz Street Sewer Improvements project, with bids due September 10, 2026 at 10:00 a.m. at Milford City Hall. The project is funded through the American Rescue Plan Act (ARPA) and subject to prevailing wage rates, Davis-Bacon Related Acts compliance, Section 3 local-hiring provisions, civil rights requirements, and Build America, Buy America Act domestic preference mandates — federal labor standards that substantially constrain bidder eligibility and cost structure.

The scope includes installation of approximately 1,008 linear feet of 6-inch SDR 26 sewer main; reconnection of existing sewer services; installation of three manholes and one cleanout; removal and replacement of existing culverts (12 to 24 inches in diameter); removal and replacement of asphalt pavement and gravel driveways; post-construction closed-circuit television inspection; trench safety systems; traffic control; and erosion control. Bidders are required to conduct site inspections to familiarize themselves with existing conditions.

Bids are awarded to the responsive, responsible bidder submitting the lowest bid. Bidders must submit a bid bond or certified check equal to five percent of the maximum bid amount. The successful contractor must furnish performance and payment bonds each at one hundred percent of the contract price from an approved surety company, begin work within ten days of written notice, and complete the project within a specified number of calendar days. The contract price uses unit pricing for each line item with a twenty thousand dollar contingency allowance included in the base bid.

Bid documents are available electronically through www.civcastusa.com or in hard copy from Freeman-Millican, Inc. for a fifty dollar non-refundable fee with 24-hour notice required. The successful bidder must maintain a Local Opportunity Plan documenting affirmative action steps to increase utilization of lower-income residents and local businesses and comply with Texas child support obligations under Family Code Section 231.006.
