About this opportunity
The Office of Grants and Research, a state agency within Massachusetts's Executive Office of Public Safety and Security, is making continuation grant funds available under the SFY2027 Emerging Adult Reentry Initiative (EARI) with applications due October 9, 2026 at 4:00 PM. This AGF is restricted to current nonprofit recipients of SFY26 EARI funding only; applications from organizations not currently receiving this grant will not be considered.
The scope covers continuation of pre- and post-release reentry services for emerging adults aged 18–25 within or transitioning from Massachusetts Department of Correction and county correctional facilities. Applicants must propose the same program, services, and activities approved for SFY26 and submit signed Memoranda of Understanding from partnering Sheriff's Offices and/or the MA DOC validating collaborative relationships.
Approximately $5.9 million in FY27 grant funds will be distributed among six community reentry program sites, with individual award amounts determined based on available funding, application review, and prior grant performance. Applicants must submit a 12-month operating budget for the same award amount received in SFY26, though funding reductions may apply. A separate continuation award for research purposes is also available. Administrative costs cannot exceed 7.5% of the total allocation. Unallowable costs include food and beverages (except meals for 24/7 residential programs at $72.75 per week per participant), gifts, gift cards, clothing except a one-time $150 allowance for newly enrolled residential program participants, construction, vehicles, and organizational insurance. Consultant and contractor fees are capped at $650 per eight-hour day or $81.25 per hour without prior written OGR approval for waivers.
The performance period runs January 1 through December 31, 2027. Award notification is anticipated in November or December 2026. Awardees must submit quarterly financial and programmatic reports and comply with data tracking requirements for recidivism outcomes measurement.
