About this opportunity

The Oakwood Consolidated School District in Montgomery County, Ohio is seeking a Construction Manager at Risk (CMR) to oversee comprehensive renovations of two elementary schools through a qualifications-based Request for Qualifications (RFQ) process. The project encompasses full renovations of Harman Elementary (70,084 square feet, constructed in 1909) and Edwin D. Smith Elementary (83,563 square feet, constructed in 1928), with a total project cost of $57,447,529, including $49,227,160 in construction costs funded through $18,353,715 in state funding and $39,093,814 from other sources. The scope of CMR services includes preconstruction activities such as schedule development, cost estimation, constructability review, and subcontractor prequalification; construction services encompassing project management, safety oversight, and compliance monitoring; and closeout activities, with the two-year project duration scheduled from May 2027 through August 2029 while buildings remain occupied during three summer breaks and two school years. Qualifications responses are due March 11, 2026, at 12:00 local time through the OhioBuys platform, with short-listed firms receiving an RFP by March 25, 2026, followed by pre-proposal meetings and interviews on April 22, 2026, and final CM selection anticipated by May 1, 2026. Required qualifications include bonding capacity equal to the construction budget, current insurance coverage, demonstrated experience with phased occupied renovations, LEED Silver certification, Building Information Modeling (BIM), Ohio School Design Manual compliance, and Ohio Capital Improvements processes. Selection will utilize a two-stage process with qualifications-based evaluation for the initial short list of no fewer than three firms, followed by best-value evaluation of proposals considering preconstruction compensation, construction personnel costs, general conditions costs, contingency percentages, and fee proposals.

Respondents must comply with Executive Order 2022-02D prohibiting services performed by Russian companies and affirm that all services will be performed within the United States unless a signed waiver is obtained from the State of Ohio, as documented in the required Affirmation and Disclosure Form. The selected CM must achieve a 5.0% participation goal for EDGE-certified businesses (Encouraging Diversity, Growth, and Equity) as a percentage of total compensation excluding contingency, and no prevailing wages are required for this project. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, provide performance and payment bonds equal to 100 percent of compensation, and comply with Ohio Bureau of Workers' Compensation Drug-Free Safety Program requirements. The contract operates on a lump-sum/fixed-cost basis following execution of a Guaranteed Maximum Price (GMP) Amendment, with compensation structured as a Preconstruction Stage fee, reimbursable expenses with established caps, and a Construction Stage cost-of-work arrangement plus CM's Fee and CM's Contingency, with retainage set at 4 percent for labor payments and 8 percent for off-site materials. Liquidated damages range from $500 to $15,000 per day depending on contract value, and the State retains extensive rights including suspension or termination for cause if the CM fails to prosecute work timely, provides defective work, or breaches contract obligations. The estimated award value for the CMR services contract is based on the $57,447,529 total project cost with construction costs of $49,227,160.
