About this file

This is a Request for Qualifications (RFQ) issued by the Oakwood Consolidated School District in Montgomery County, Ohio for Construction Manager at Risk (CMR) services related to comprehensive renovations of two elementary schools. The project encompasses full renovations of Harman Elementary (70,084 square feet, originally constructed in 1909) and Edwin D. Smith Elementary (83,563 square feet, originally constructed in 1928), both located in Oakwood, Ohio. The scope of services includes preconstruction services such as schedule development, cost estimation, constructability review, and subcontractor prequalification; construction services including project management, safety oversight, and compliance monitoring; and closeout activities. The renovation work is scheduled to occur over a two-year duration from May 2027 through August 2029, encompassing three summer breaks and two school years while the buildings remain occupied. Qualifications responses are due March 11, 2026, at 12:00 local time through the OhioBuys platform. Short-listed firms will receive an RFP by March 25, 2026, participate in pre-proposal meetings and interviews scheduled for April 22, 2026, with final CM selection anticipated by May 1, 2026.

The total project cost is $57,447,529, with construction costs estimated at $49,227,160. State funding totals $18,353,715, while other funding sources contribute $39,093,814. The selected CM will be required to achieve a 5.0% participation goal for EDGE-certified businesses as a percentage of total compensation excluding contingency. No prevailing wages are required for this project. Firms must demonstrate bonding capacity equal to the construction budget, provide evidence of current insurance coverage, and submit detailed information regarding management systems, estimating capabilities, scheduling performance, and experience with similar CMR delivery methods and OAKS Capital Improvements projects. Selection will follow a two-stage process utilizing qualifications-based evaluation for the initial short list of no fewer than three firms, followed by best-value evaluation of proposals that includes preconstruction compensation, construction personnel costs, general conditions costs, contingency percentages, and fee proposals. The CM must demonstrate experience with phased occupied renovations, LEED Silver certification, Building Information Modeling (BIM), Ohio School Design Manual compliance, and the Ohio Capital Improvements process.

Project Overview

A. Project Description

Renovations to Harman Elementary (Harman) and Edwin D. Smith Elementary (Smith).

Harman serves grades 1 through 6 on a site 2.20 acres in size within a residential area. Harman has a basement and two stories above grade. Harman was originally constructed in the year 1909 and has had four additions since it was originally constructed. Three classroom additions were constructed in the years 1949, 1960, and 2003 with sizes of 18,739, 4,170, and 13,878 square feet (sf), respectively. The fourth addition was a stairwell constructed in the year 1998 which is 366 sf in size. The total size of Harman is 70,084 sf.

Smith services grades PK through 6. Smith has a basement and three stories above grade on a three acre site also within a residential area. Originally constructed in the year 1928, Edwin D. Smith had two building additions, a 16,244 sf gymnasium addition constructed in the year 1968 and a 12,606 square foot classroom addition constructed in the year 2003. The total size of Smith is 83,563 sf.

Both elementary schools are planned to be fully renovated, with most of each building’s systems being either repaired or replaced. Certain building components, such as the sloped slate roofs, will be replaced in kind.

Renovations to Harman and Smith will occur while they are occupied and in use. The construction manager will be responsible for working with the A/E and the Contracting Authority to develop a renovation phasing plan for each building.

It is anticipated that the renovation schedule will occur over a two year duration consisting of three summer breaks and two school years, May 2027 through August 2029. Phasing the renovations will require swing space for both student populations and staff.

Professional design services are being acquired by the Contracting Authority under a separate contract.

The Program of Requirements (POR) will be developed as a part of this project by the A/E.

All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority and/or Owner’s policies and procedures.

B. Scope of Services

The selected Construction Manager at Risk (CM), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner’s project requirements and refine the project schedule. Provide Ohio School Design Manual (OSDM) compliance reviews at each design stage (SD, DD, and CD). This involves reviewing the drawings and specifications provided by the A/E for compliance with the OSDM. Any non-compliant design components shall be documented in a written report and distributed to the Contracting Authority and A/E.

Provide cost tracking for overall program management, drawdown schedule preparation, centralized review of invoices, monthly and quarterly financial reconciliations in consultation with the treasurer, and Master Plan and budget amendments as applicable throughout the design stages, the construction phase, and the closeout phase. The CM shall provide reports and other project information through the Contracting Authority’s web-based tools including the following: OAKS Capital Improvements, Quarterly Drawdown Tool, management, administration, and tracking of Locally Funded Initiative Memorandum of Understanding (MOU) throughout the project, preparation of budget adjustment and tracking reports throughout the project, and administration and tracking of payments versus the budget throughout the project.

Refer to the Ohio School Design Manual for additional information about the type and extent of services required for each.

A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.

The preconstruction and construction services are generally described below. Subcontracts including but not limited to Plumbing, Fire Protection, HVAC, Electrical and AV/Technology will be awarded by the CM to prequalified vendors using a competitive process. The parties will engage in an “open book” pricing method in which all subcontracted work shall be based upon competitive pricing that will be reviewed by the Contracting Authority and/or Owner, the A/E and the CM. The Contracting Authority and/or Owner shall have access to all books, records, documents and other data in the CM's possession related to itself, its subcontractors and material suppliers pertaining to bidding, pricing or performance of the Agreement.

When the drawings and specifications are at the stage of completion specified in the Agreement, such partially completed documents (the “Basis Documents”) shall be provided to the CM, together with the A/E's detailed listing of any incomplete design elements and the A/E’s statement of intended scope with respect to such incomplete elements (the “Design Intent Statement”). Contingent upon the Contracting Authority’s approval of the GMP, the parties will enter into an amendment to the Agreement establishing the Contract Sum (“GMP Amendment”). If the proposed Contract Sum exceeds the Project Budget established for construction, then the Contracting Authority may terminate the agreement with the CM and seek proposals from other firms for completion of the Project.

Construction Services: The CM shall construct the Project pursuant to the construction documents and in accordance with the schedule requirements. The CM shall hold all subcontracts and shall be fully responsible for the means and methods of construction, project safety, project completion within the schedule agreed upon in the preconstruction phase, compliance with all applicable laws and regulations including monitoring compliance with all EDGE, equal employment, and prevailing wage requirements, and submitting monthly reports of these activities to the Contracting Authority.
