About this opportunity

The Pennsylvania Emergency Management Agency (PEMA), on behalf of the Pennsylvania State Fire Academy (PASFA), has issued an Invitation for Bid (IFB) for Mobility Turnout Gear, specifically seeking 23 sets of specialized firefighting apparel. The procurement targets very precise equipment: Ricochet brand turnout gear with specific technical requirements including NFPA 1971 certification, anatomical patterning, a "Kinetic Kontrol" band, and BiSwing Back design for jackets and pants. The solicitation encompasses jurisdictions including Dauphin County, Mercer County, Harveys Lake Borough, and Lewistown Borough, with an urgent timeline for procurement. All bids must be submitted electronically by September 16, 2024, with questions accepted until September 13, 2024, through the sole point of contact at crisrivera@pa.gov. Bidders must complete multiple mandatory certifications, including Domestic Workforce Utilization, Worker Protection, Anti-Sweatshop, and Lobbying Certification (if the bid exceeds $100,000). The evaluation will prioritize lowest responsive and responsible bidders, with strict restrictions on information sharing and communication during the bidding process.

The contract opportunity appears open to all qualified suppliers, with no specific set-aside designations explicitly mentioned. Bidders must comply with several state-specific requirements, including the Reciprocal Limitations Act, which provides preference to Pennsylvania-based manufacturers. Additional compliance requirements include certification of domestic workforce utilization, worker protection standards, and adherence to anti-sweatshop policies. Vendors must also complete an Iran Free Procurement Certification and demonstrate they are not on prohibited investment lists. While specific budget ranges are not detailed, the solicitation suggests the procurement is for a single award to one supplier. The contract will commence upon issuance of a fully executed purchase order and continue until complete delivery and acceptance of the awarded items. Potential bidders should be prepared to provide comprehensive documentation of their manufacturing facilities, labor practices, and compliance with various state and federal regulations.
