About this file
This document is a Certification required by Executive Order 2004-4 Anti-Sweatshop Procurement Policy for a state and local government contract opportunity. The Certification requires the contractor to certify that each employee used in the manufacturing or laundering of apparel will be paid at least the Poverty Threshold hourly rate and will be provided with working conditions that meet or exceed International Labor Organization (ILO) standards. The contractor must also provide a list of each proposed manufacturing or laundering facility, including subcontractors, and allow Commonwealth representatives reasonable access to confirm the representations made. The Commonwealth may share all information provided by the contractor with the public, and any misstatement will be treated as fraudulent concealment.
The document provides definitions for "apparel" and "Poverty Threshold" for the purposes of this Certification. It also outlines the requirements for the contractor to notify the Contracting Officer of any changes to the list of facilities within seven business days, and states that no changes will be made without the Contracting Officer's approval.
