About this opportunity
Dallas Independent School District (DISD) is seeking qualified insurance carriers and brokers to provide Sexual Abuse and Molestation (SAM) insurance coverage through Request for Proposal BP-208283. The coverage can be a standalone policy or an endorsement to professional liability, general liability, or educator's legal liability policies, with minimum requirements of $500,000 per claim/occurrence and a $2,000,000 annual aggregate. Proposers must have been in the insurance business for at least ten years, be licensed in Texas, maintain an A.M. Best rating of A- (VII or better), and provide a specimen policy copy. The contract term is three years with potential for two successive one-year extensions, not exceeding five total years. The RFP is due on December 4, 2025, at 2:00 PM (CT), and will be evaluated using a comprehensive reference check process that includes performance ratings from previous clients. The insurance must cover claims involving school personnel including administrators, teachers, bus drivers, board members, and other certified employees, addressing both negligent and intentional acts with defense costs outside liability limits.
The procurement encourages participation from all vendors, including sole source providers, with a strong emphasis on Minority and Women-Owned Business Enterprise (M/WBE) participation. The district has an aspirational Small Business goal of 30% for goods and services contracts, with up to 20 evaluation points available for M/WBE commitment and program understanding. Vendors must complete mandatory documentation including the Certificate of Interested Parties (Form 1295), Conflict of Interest Questionnaire, and comply with federal regulations under Title 2 CFR Part 200. The contract can be funded through local, state, federal, and grant-based programs, with references required to validate vendor performance directly to the procurement team. While specific award value is not disclosed, the comprehensive insurance coverage requirements suggest a significant investment in protecting the district against sexual abuse and molestation liability, referencing House Bill No. 4623 which establishes liability guidelines for public schools with potential damages up to $500,000 per claimant.
