About this opportunity

The City of Philadelphia Department of Prisons is soliciting quotes for sewing machine repair and parts services with a quote due date of November 24, 2025. This is a micro purchase opportunity with a maximum contract value of $43,000, and vendors must be located within a 30-minute travel radius of the Philadelphia Department of Prisons facility.

The scope covers diagnosis and repair of various sewing machines on the PDP campus, including disassembly, reassembly, routine preventative maintenance on a quarterly basis, and cleaning and parts replacement on Consew Blade Saw Machines. Vendors must supply all necessary replacement parts at list price and provide a current price list with their bid. The contract term runs from July 1, 2025, through June 30, 2026.

The City of Philadelphia will not reimburse vendors for travel time or tolls. Quotes must be submitted electronically through PHLContracts and must remain valid for 60 days from submission. All prices are quoted net, exclusive of taxes, with delivery FOB Destination Point. The City awards contracts to the lowest responsive and responsible seller.

Vendors must have an executed Consent and Authorization Agreement on file prior to quote closing and must complete all required tabs within PHLContracts, including the General Tab (confirming seller role and Local Business Entity certification status), Items Tab, Questions Tab (answering all mandatory questions), Terms & Conditions Tab, Attachments Tab, and Summary Tab. General liability insurance of at least $500,000 per occurrence and workers' compensation insurance with statutory limits are required.

The City has issued an LGBTQ Applicant Data Form that is available to vendors seeking to self-identify as LGBTQ-owned and controlled businesses and to disclose current certifications through the National LGBT Chamber of Commerce or other recognized certification bodies such as WBENC or PAUCP. Submission of the demographic form is entirely voluntary.
