About this opportunity

Westchester County is seeking a contractor for an on-call sewer system cleaning and televising contract through an Invitation to Bid (ITB) numbered EF-2503. The procurement covers emergency sewer maintenance services for County Trunk Sewer System, specifically focusing on eliminating blockages, overflows, and conducting comprehensive sewer line inspections that cannot be managed by County personnel. The contract will run from September 1, 2025 to August 31, 2028, with a potential one-time three-year extension option. Targeted sewer sections include the Westlake Section, Hutchinson High Level Trunk Sewer, South Yonkers Trunk Sewer, and Central Yonkers Trunk Sewer, with an estimated scope of approximately 7,000 linear feet. Bidders must demonstrate comprehensive qualifications, technical capabilities, and provide detailed unit pricing for emergency cleaning, blockage removal, and specific sewer section cleaning/televising services. The bid submission deadline is August 13, 2025, with contractors required to provide high-velocity sewer cleaning systems capable of operating between 80-175 gallons per minute at specific pressure ranges.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Contractors must be prepared to handle all associated project responsibilities, including obtaining necessary permits, managing water usage costs, disposing of debris, and ensuring compliance with New York State Department of Environmental Conservation (NYSDEC) regulations. The contract will utilize electronic funds transfer for payments, with compensation structured on a linear foot or lump sum basis depending on specific work items. While a precise contract value is not disclosed, the opportunity represents a significant municipal infrastructure maintenance project. Successful bidders will need to demonstrate substantial technical expertise in municipal sewer system maintenance, possess appropriate specialized equipment, and show capacity to respond to emergency cleaning and televising requirements across multiple Westchester County sewer districts. The competitive bidding process suggests the County is seeking the most qualified and cost-effective service provider to maintain critical wastewater infrastructure.
