About this opportunity

Forsyth County, Georgia is soliciting quotes under Invitation to Quote 27-25-3300 for sewer spill monitoring, sampling, analysis, and reporting services required by the Georgia Environmental Protection Division (EPD) after major sanitary sewer spills. Questions are due November 5, 2026, and quotes are due November 12, 2026, at 2:00 p.m. EST. The Forsyth County Procurement Department issues the solicitation for the Forsyth County Water & Sewer Department, which receives the services.

Qualifications are certification-driven. Sample collectors must hold valid Georgia certification, laboratory technicians must hold valid Georgia licenses, and the laboratory must be accredited or approved by EPD. Before award, firms must provide at least three references for services of comparable scope, a non-collusion affidavit, an E-Verify compliance affidavit, and proof of required insurance. All questions and submissions go through the County's EUNA portal.

The work is emergency-response based, and the County does not guarantee a minimum number of service requests. A typical major spill requires approximately 18 sampling events over 12 months, with sampling locations determined case by case for upstream and downstream monitoring of fecal coliform bacteria, pH, dissolved oxygen, and water temperature. The contractor provides all materials, equipment, and labor.

Pricing must be firm and fixed per sampling event and per spill event for each contract year, with labor, equipment, materials, mobilization, and response time included. The Quote Schedule separately requires Day 1 mobilization costs and Day 1 response time in hours. The contract term covers calendar years 2027, 2028, and 2029. Quotes must remain valid for at least 120 calendar days from the ITQ opening. The County may award on a lump sum, split order, or individual item basis and reserves the right to cancel orders or reject any or all quotes. Forsyth County is exempt from Federal Excise Tax and Georgia Sales and Use Tax, and contractors remain responsible for all other applicable taxes.
