Sewer Spill Monitoring Services - Invitation to Quote
This Invitation to Quote (ITQ) is issued by the Forsyth County Procurement Department in Cumming, Georgia, seeking qualified, experienced, and licensed firms to provide monitoring, sampling, analysis, and reporting services for major sanitary sewer spills as required by the Georgia Environmental Protection Division (EPD). The County will not guarantee a minimum number of service requests during the contract period, as this is an emergency response-based service. The quote submission deadline is November 12, 2026, at 2:00 p.m. EST, with the deadline for submitting questions set at 12:00 p.m. EST on November 5, 2026. All questions and submissions must be made through EUNA, the County's procurement portal. The contract term covers calendar years 2027, 2028, and 2029, with no explicit renewal options identified in the solicitation. A pre-quote conference and site visit are not mentioned as scheduled events; however, contractors are strongly encouraged to familiarize themselves with the scope and requirements prior to submission. For a typical major sewer spill, contractors must conduct approximately 18 sampling events over 12 months, with sampling locations determined on a case-by-case basis for upstream and downstream monitoring of fecal coliform bacteria, pH, dissolved oxygen, and water temperature.
Contractors must provide firm, fixed pricing on a per-sampling-event and per-spill-event basis for each of the three contract years, with all costs including labor, equipment, materials, mobilization, and response time incorporated into the quoted price. The Quote Schedule requires pricing for upstream and downstream spill monitoring, Day 1 mobilization costs, and response time in hours for Day 1 monitoring and sampling events. Forsyth County is exempt from Federal Excise Tax and Georgia Sales and Use Tax; contractors remain responsible for all applicable taxes. Price validity must extend for at least 120 calendar days from the ITQ opening, and the County reserves the right to award the contract on a lump sum, split order, or individual item basis. Personnel collecting samples must hold valid Georgia certification, laboratory technicians must hold valid Georgia licenses, and the laboratory must be accredited or approved by EPD. Contractors must provide at least three references demonstrating similar services of comparable scope, submit a non-collusion affidavit, complete an E-Verify compliance affidavit, and provide proof of required insurance coverage prior to award. No minimum order is guaranteed, and the County reserves the right to cancel orders or reject any or all quotes at its discretion.
