About this opportunity
The City of Ellsworth, located in Ellis County, Kansas, is seeking a qualified contractor to execute a sewer line installation project for Rolling Hills Electric Cooperative. The procurement involves excavating and installing approximately 350 feet of new sewer line through a recently established utility easement. The city will provide all necessary materials, including pipes, manholes, engineering plans, and specifications, while the selected vendor will be responsible for labor, manhole installation, and equipment operation. Proposals must include a comprehensive project description, detailed installation methodology, specialized equipment requirements, project timeline, and a comprehensive cost estimate breaking down materials, labor, and equipment rental. Bidders are required to submit a minimum of three professional references, demonstrate contractor qualifications, provide relevant certificates, and outline potential project challenges with proposed solutions. The proposal submission deadline is April 20, 2023, with electronic submissions accepted through the city's website or physical mail to the City Clerk. Evaluation criteria will focus on technical capabilities, proposed approach, cost-effectiveness, and overall project understanding.
There are no specific set-aside designations or restrictions on contractor types mentioned in the documentation. The RFP requires vendors to maintain general aggregate insurance with limits of at least $1,000,000 and provide precise cost estimates without additional charges. While no incumbent vendors are identified, the city reserves the right to reject any proposals or negotiate terms according to City Council purchasing policy. The project appears to be a straightforward infrastructure enhancement with no complex technology integration requirements. Although a specific budget range is not explicitly stated, the scope of work suggests a moderate-scale municipal infrastructure project likely in the range of $50,000 to $150,000, depending on equipment and labor costs. Interested contractors should carefully review the detailed RFP document and ensure full compliance with all specified requirements and submission guidelines.
