About this opportunity

The City of Miami Beach is issuing an Invitation to Negotiate (ITN 2026-351-ND) for sewer and stormwater assessment, trenchless rehabilitation, and point repair services, with proposals due September 8, 2026. This is a qualifications-based procurement in which price is not requested at the proposal stage; the City will negotiate cost with short-listed vendors on a case-by-case basis as work items are identified.

The contractor must hold Florida certification as a licensed underground utility and excavation contractor and must be either the manufacturer or an authorized agent for all proposed products. This dual qualification gates eligibility.

Scope encompasses pipeline and manhole/structure condition inspection and reporting, manhole and structure rehabilitation, cured-in-place pipe rehabilitation for sewer and stormwater lines (gravity and force mains), CCTV inspection, trenchless and open-cut point repairs, and pipe bursting. The contractor must demonstrate rehabilitation experience in both trenchless and open-cut methods. The City is addressing multiple identified locations within its water, wastewater, and stormwater infrastructure portfolio, with emphasis on reducing inflow and infiltration while maximizing asset useful life.

The initial contract term is two years, with options to extend for either one three-year renewal or three one-year renewal terms at the City Manager's discretion. The current agreement expires January 20, 2027, reflecting the five-year history the City has maintained with its incumbent.

Emergency services must be available 24/7 with one-hour response time; routine work follows standard business hours Monday through Friday, 7:00 a.m. to 5:00 p.m. Performance and payment bonds equal to 100 percent of contract service orders are required for projects exceeding $200,000. Required insurance includes workers' compensation, commercial general liability of $2 million per occurrence, automobile liability of $2 million, and umbrella liability of $5 million per occurrence. Criminal background checks and E-Verify compliance are mandatory for all employees.

A pre-proposal meeting is scheduled August 5, 2026, at 9:00 a.m. ET via Microsoft Teams. Questions are due August 14, 2026, at 5:00 p.m. ET. The City will evaluate responsive proposals and short-list one or more vendors for negotiation at the City Manager's sole discretion.

Opportunity text

For approximately five (5) years, the City has had an agreement for manholes, structures, and cured-in place rehabilitation and inspection services. The current term of the agreement expires on January 20, 2027. To consider a replacement agreement, this ITN seeks proposals from qualified firm(s) that can provide the best qualifications, products and solutions, and approach and methodology that address the scope of work. Price is not requested at this time. Following the evaluation of responsive proposals, the City Manager may recommend to the City Commission that one or more proposers be short-listed and invited to participate in the negotiation phase. The number of short-listed proposals is at the City's sole discretion. During the negotiation phase, the City will finalize the scope, terms, and cost with the selected bidder(s). SCOPE OF WORK. The City of Miami Beach owns and operates its water, wastewater, and stormwater infrastructure. In recent years, the need to rehabilitate sewer and stormwater infrastructure has become a priority to maximize the useful life of these assets and reduce inflow and infiltration. The envisioned services may include, but are not limited to: pipeline and manhole/structures condition inspection/reports, manhole and structure rehabilitation; cured-in-place pipe rehabilitation for sewer and stormwater lines, gravity and force mains; circuit television inspection (CCTV); trenchless point repairs; open cut point repairs, and pipe bursting. Contractor shall have rehabilitation experience in trenchless and open-cut repairs for manholes, structures, gravity and force main repairs. The Operations Division of the Public Works Department (hereinafter referred to as the Division) has identified multiple locations where manholes, structures, and gravity mains require rehabilitation. The City is seeking to retain a qualified firm(s) that can supply advanced, proven solutions and extensive experience in rehabilitating manholes, structures, and gravity mains. The City requires that the proposed approach and methodology include trenchless repairs and opencut point repairs.
