About this opportunity

The Town of Trumbull Water Pollution Control Authority and Town Engineering Department is requesting proposals for on-call sewer and drain system rehabilitation and related services town-wide, with proposals due June 17, 2026 at 2:00 p.m. The Town intends to award to at least two qualified contractors, though only one may be selected if two qualified proposers cannot be obtained.

The scope encompasses four service categories: Pipe Maintenance (CCTV inspection, cleaning, chemical root control); Pipeline Spot Rehabilitation (CIPP spot-lining, joint testing and sealing, service reinstatement); Full Pipeline Rehabilitation (complete CIPP lining); and Manhole Rehabilitation (injection grouting, cementitious liners, chimney seals, bench/channel/invert repairs). Services also include cleaning and sealing of manholes, testing and sealing of pipe joints and laterals, chemical grouting, and pavement and lawn restoration. Bid quantities are indeterminate for evaluation purposes; actual payment is based on work completed. Bidders must provide a minimum estimated value per on-call request for each bid table. Individual work assignments will be awarded on an as-needed basis through purchase orders for preventative maintenance, special projects, or emergency services.

The contract duration is approximately two and a half years from July 2026 through December 30, 2029, with one optional additional year renewal if both parties mutually agree on pricing with thirty days' written notice. All unit prices must remain firm fixed for two and a half years following proposal opening. Required insurance includes Workers' Compensation and General Liability with minimum limits of $2 million per occurrence for bodily injury and property damage, plus Comprehensive Automobile Liability at $1 million per occurrence. Bidders must submit four client references from the past five years, a statement of qualifications, prior and current project experience, key personnel information, and proof of organization type. Technical inquiries close June 11, 2026. Proposals must include one original and two exact copies plus one electronic copy on a memory stick, submitted to Interim Purchasing Agent Richard Kotchko at Town Hall. All purchases are tax exempt; taxes must not be included in bid prices.
