About this opportunity

The Town of Glastonbury, Connecticut, Water Pollution Control Division, is soliciting bids under ITB GL-2027-14 for sewage sludge transportation and disposal from its Water Pollution Control Facility and wastewater hauling from its Eastbury Pump Station, with bids due November 10, 2026 at 11:00 a.m. The solicitation is open to all vendors. Submissions must go through the Town's e-Procurement portal at glastonburyct.bonfirehub.com, and no late bids are accepted. Bids will be publicly opened and read aloud via Zoom on the due date.

The Water Pollution Control Facility is at 2149 Main Street and the Eastbury Pump Station is at 35 Roaring Brook Plaza, both in Glastonbury. Bidders must have a minimum of three years of experience in sludge and wastewater transportation, submit detailed disposal facility agreements for at least three facilities (one primary and two alternates), and demonstrate 24/7 emergency availability. Work must comply with federal, state, and local environmental regulations, including the Clean Water Act and RCRA, and monthly reporting must include weight tickets, volume tickets, and disposal receipts. Bidders must carry workers' compensation, commercial general liability, automobile liability, umbrella/excess liability, and pollution liability coverage at specified minimum limits, naming the Town as additional insured. A bid bond equal to 10% of the total bid amount is required, and the successful bidder must provide annual performance and labor and material payment bonds in the full amount of the agreed annual contract price.

The Town anticipates a five-year agreement running July 1, 2027 through June 30, 2032, with year-by-year extensions on ninety days' written notice. No estimated total contract value is stated. Pricing is by unit cost per gallon. For sludge, bidders price six solids categories from 3.0 to 9.9 percent, and evaluation uses the 5.0 to 7.9 percent categories, averaged annually and across the term and multiplied by 2,585,250 gallons. Wastewater unit cost is averaged across the term and multiplied by 685,700 gallons. The Town provides no guarantee of quantities, and it reports current generation of approximately 670 dry tons and 2.60 million gallons of sludge per year. Unit prices must include all costs to the Town with no additional fees, and delivery terms are Free On Board Destination.

Award will be made to the lowest overall five-year bid total cost from a qualified bidder. Evaluation factors include bidder qualifications, backup capabilities, available hours, and laboratory testing capabilities. Questions go to Nicole Melquist at 860-652-7588 or Nicole.Melquist@glastonbury-ct.gov.
