About this file

This is a bid sludge table form for the Town of Glastonbury, Connecticut's Water Pollution Control Division, which is soliciting bids for the transportation and disposal of sewage sludge from its facility located at 2149 Main Street, Glastonbury, Connecticut, and wastewater transportation from the Eastbury Pump Station located at 35 Roaring Brook Plaza, Glastonbury, Connecticut. The solicitation, identified as GL-2027-14, covers a five-year contract period from fiscal year 2028 through fiscal year 2032, with annual contract periods running from July through June. Bidders are required to submit responses online through the Town's secure e-Procurement portal at https://glastonburyct.bonfirehub.com/, and no late bids will be accepted.

The pricing structure requires bidders to enter unit costs per gallon for sludge disposal across six solids percentage categories (3.0 percent through 9.9 percent) and for wastewater hauling services. For sludge calculations, bidders must provide annual unit costs for the 5.0 percent through 7.9 percent solids categories, which are then averaged annually and across the five-year period; this five-year average unit cost is multiplied by 2,585,250 gallons to determine the total sludge cost. For wastewater calculations, the unit cost is averaged across the five-year period and multiplied by 685,700 gallons to determine the total wastewater cost. The total bid amount is the sum of both the five-year sludge and wastewater costs, and unit costs must include all costs to the Town with no additional fees assessed.
