About this opportunity
The City of Philadelphia is requesting bids on Service Line Verification Outreach 2026 #1, a micro purchase for production and mailing of approximately 3,000 outreach letters, with bids due June 5, 2026 by 10:30 a.m. EST. This is an electronic bid submission through PHLContracts only; faxed or mailed quotes will be rejected. Bidders must quote all line items to remain eligible for award. The City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.
The scope consists of three components: a 4-sheet letter package printed on 60# opaque text stock with 4/4 color; a #10 outer envelope with custom return address printed 4/0; and a #9 reply envelope with 1/0 black printing and postage affixed. All components must be assembled, inserted, and inkjet addressed with mailing indicia per the Philadelphia Water Department's USPS presort first-class account specifications. Variable data fields on letter sheets 1 and 4 must be matched to corresponding outer envelopes. Reply envelope pricing must include both printing and postage stamp costs. No delivery or services may commence until authorization from the PWD department.
The maximum contract value is $41,000, adjusted annually by CPI-U changes from January 1, 2020. The contract term is 365 days from the effective date in PHLContracts, commencing automatically. All prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Deliveries must be FOB Destination Point.
Vendors must submit a signed Consent and Authorization Agreement prior to bid closing; failure to comply results in non-responsive designation. All bidders must maintain minimum insurance: workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Submission of diversity data via the LGBTQ Applicant Opportunity Data Form is voluntary. The project contact is Tyler Bradley at 215-988-4131 or tyler.bradley@phila.gov.
