About this opportunity
The Minnesota Department of Transportation is requesting bids for septic and lift station pumping services at District 6 truck stations and rest areas in Rochester, with bids due August 12, 2026 at 2:00 p.m. CDT. The State has established a 12 percent preference for businesses certified as targeted group, economically disadvantaged, or veteran-owned businesses, and a 6 percent preference for eligible DEED/DHS providers under Minnesota's Small Business Procurement Program; the Office of Equity in Procurement (Procurement.Equity@state.mn.us or 651-201-2402) administers eligibility certification.
The scope covers pumping, inspection, and waste disposal at seven facilities — Rochester Headquarters, Dresbach Truck Station, Wilson Truck Station, and four rest areas (High Forest, Marion, Enterprise, and Dresbach) — across 12 line items totaling 173,500 gallons of service. Services include septic tank pumping at four locations (1 to 4 cycles annually), lift station pumping at five locations (annual summer service), and holding tank pumping at Dresbach (8,000 gallons, five times annually) and Wilson (5,000 gallons, three times annually). All work must comply with Minnesota Rule 7080.2450, requiring complete removal of solids and liquids with mandatory tank inspection. Bidders must maintain $2,000,000 in liability insurance, coordinate 24 hours prior to work, and complete billing notification within two weeks of service. Weekend and holiday work is not permitted. Vendors submit pricing on a per-gallon basis for each line item through the SWIFT Supplier Portal with no separate price schedule required.
The estimated annual contract value ranges from $10,000 to $46,000. The contract term runs August 13, 2026 through June 30, 2027 with no extension options. Place of performance is MN DOT District 6 Rochester, 2900 48th Street NW, Rochester, Minnesota 55901-5848. Questions are due August 5, 2026 at 1:00 p.m. CDT to Pete Czaplewski, Purchasing Supervisor (507-286-7573 or peter.czaplewski@state.mn.us). Bid prices must remain firm for 180 days. Non-Minnesota contractors are subject to an 8 percent withholding requirement on cumulative annual payments exceeding $50,000 unless an exemption is obtained.
