About this file

This is a Scope of Work document issued by the Minnesota Department of Transportation (MnDOT) District 6 East for septic tank, lift station, and holding tank pumping, cleaning, and waste disposal services at multiple truck stations and rest area locations. The project encompasses pumping and inspection of wastewater septic tanks and lift stations in compliance with Minnesota Rule 7080.2450, which requires complete removal of all solids and liquids along with mandatory tank inspection. Services are required at seven facilities: Rochester Headquarters, Dresbach Truck Station, Wilson Truck Station, and four rest areas (High Forest, Marion, Enterprise, and Dresbach). The facilities contain a combined total of twelve septic tanks ranging from 500 to 10,000 gallons, five lift stations of 500 gallons each, and two holding tanks. Pumping frequency varies by location—rest area septic tanks are serviced as required based on sludge levels measured by MnDOT personnel, truck station septic tanks are pumped upon request, and lift stations require annual summer service. Coordination with the MnDOT Physical Plant Manager is mandatory 24 hours prior to work, with no weekend or holiday pumping permitted, and completion notification is required for inspection and billing purposes.

Vendors must maintain $2,000,000 in liability insurance coverage with current certificates on file before commencing work. Septic tank and lift station waste may be disposed through land application per MPCA regulations or at the Rochester Municipal Water Treatment Facility, while Dresbach and Wilson holding tanks must be disposed at Rochester Municipal Water Treatment Facility or other qualified locations. Billing must occur within two weeks of service completion, and the State of Minnesota is obligated by law to remit payment within thirty days of invoice receipt. The document does not specify response deadlines, contract award dates, or contract term length. Questions regarding the solicitation should be directed to Pete Czaplewski at 507-286-7573 or peter.czaplewski@state.mn.us.
