About this opportunity

The County Commissioners of Charles County, Maryland are requesting sealed quotes for septic hauling, combination truck, and line jetting services on an as-needed basis throughout Charles County, with quotes due June 25, 2026 at 11:00 a.m. A local small-business-enterprise (SLBE) preference applies if the contract award is valued less than $500,000; registered Charles County SLBE firms are eligible.

Services include scheduled septic pumping at Chapel Point Woods Water Filtration Plant in Bel Alton and emergency and overtime hauling to Mattawoman Wastewater Treatment Plant. The successful contractor must provide seven-day-per-week availability with emergency response within two hours of notification. Quoters must demonstrate a minimum of five years of active experience in septic hauling services, with at least three completed projects within the past five years encompassing liquid and septage waste hauling, emergency pump station services, combination truck operations, and high-pressure line jetting services.

The award will be based on the lowest responsive, responsible quote calculated as the sum of base quote items. Unit prices must remain firm through the base contract term (September 30, 2027) and may be adjusted for renewal years using the Consumer Price Index percentage change. The County reserves the right to award to one or multiple contractors and intends to execute the contract with a base term through September 30, 2027, followed by four optional one-year renewals at the County's sole discretion.

Quoters must submit pricing on the County-provided Quotation Form with all cost columns completed and rounded to the nearest cent, including truck, fuel, insurance, mileage, and all transportation-related expenses. Required submittals include Vendor Disclosure Form, Experience Form, MWBE Compliance Plan, SLBE Certification Form (if applicable), Intended Sub-Contractors Form, notarized Non-Collusion Affidavit, Equipment Inventory List, and Addendum Certification. Electronic submissions are made through the County's eProcurement Portal at https://procurement.opengov.com/. Questions are due June 11, 2026; quote opening registration closes June 24, 2026; virtual quote opening occurs June 25, 2026 at 11:01 a.m. Liquidated damages of $200 per day apply for failure to meet response time requirements without justification.
