About this opportunity
Boston Water and Sewer Commission is requesting sealed proposals for separation of sanitary house laterals connected to storm drains citywide, with bids due September 17, 2026 at 10:00 a.m. The scope spans approximately 75 sanitary sewer laterals to be reconnected to the sanitary sewer system and disconnected or capped from storm drains, performed on an as-needed basis over a three-year period across Boston. Pre-bid site visits and examination of contract documents are required of all bidders prior to submission.
MBE participation is mandated at not less than 9.0% of bid cost; WBE participation at not less than 6.0% of bid cost. Contractors must also comply with minority employee utilization requirements (minimum percentages to be determined), prevailing wage requirements as set by the Department of Labor Standards, CDL drug and alcohol testing, and all Massachusetts labor laws regarding wages, hours, and working conditions.
Work includes excavation, gravel placement, concrete work, sewer and drain pipe laying (8–18 inches), manhole installation, paving, and televised inspection of conduits up to 60 inches. The specified completion time is 1,096 working days from the order to commence. Bidders must submit a bid deposit equal to 5% of the total bid amount and, upon award, provide performance and payment bonds each equal to 100% of the contract price. Liquidated damages of $750 per calendar day apply for failure to meet completion deadlines. A price adjustment clause applies to diesel fuel, gasoline, liquid asphalt, and Portland cement based on monthly Massachusetts Department of Transportation pricing, with adjustments made only when monthly variance exceeds plus or minus 5%. The contract will be awarded within thirty days (excluding weekends and holidays) following bid opening to the lowest responsible and eligible bidder.
Opportunity text
The Boston Water and Sewer Commission has an on-going program to identify buildings that have sewer laterals connected to the storm drain system. This program identifies buildings with sanitary connections to storm drains but does not locate the exact location of the lateral connection. The purpose of the work under this contract is to connect these sanitary sewer laterals to the sanitary sewer and disconnect or cap the connection to the storm drain. At the time of preparing these contract documents, individual buildings may not yet be identified, so work under this contract shall be performed on an as-needed basis over a three-year period.
