About this opportunity
The Missouri Department of Transportation (MoDOT), St. Louis District, is conducting a Single Feasible Source (SFS) procurement for the Sensys Bluetooth Travel Time System. The solicitation, numbered SFS605SL20001389, seeks to acquire the proprietary Sensys FlexControl system from Sensys Networks, Inc., a non-invasive Bluetooth travel time system essential for synchronizing with existing highway facilities. The system utilizes Bluetooth scanning radios to collect signals from traveling devices, calculate travel times, and post this information on regional Dynamic Message Signs through a central processing server. The solicitation period ran from December 17, 2019, to December 23, 2019, with responses due by 10:00 AM CST on the final day. MoDOT has determined that only Sensys Networks, Inc. can provide this specific system, as it is already integrated with their existing Advanced Transportation Management System, which would make developing an alternative system cost-prohibitive and potentially disruptive to their current infrastructure.
The procurement is open to all vendors, though the single feasible source determination effectively limits the contract to Sensys Networks, Inc. No specific set-aside designations or restrictions on responding organizations were mentioned in the documentation. The existing infrastructure includes MoDOT's regional Dynamic Message Sign infrastructure and Advanced Transportation Management System, which the Sensys FlexControl system must seamlessly integrate with. While no specific incumbent vendor was identified, the solicitation emphasizes that the Sensys program is already integrated with MoDOT's system, suggesting an existing relationship. The delivery terms are Free On Board Destination, with Net 30 Days payment terms. Although the estimated total contract value was not disclosed in the documents, the procurement follows Missouri Code of State Regulation guidelines for single feasible source purchases, which require public notice for purchases over $5,000 and additional advertising for those exceeding $25,000.
Opportunity text
The Missouri Department of Transportation, St. Louis District has determined that only Sensys Networks, Inc., can provide the proprietary Sensys FlexControl system, a non-invasive Bluetooth travel time system, that is essential for synchronization with the existing highway facilities. The Sensys FlexControl system has Bluetooth scanning radios which collect Bluetooth signals from traveling devices and uses those data points to calculate travel times. Those travel times are then posted on our regional Dynamic Message Sign infrastructure through a central processing server. The Sensys program is already integrated with our system which will not require extensive configuration costs with our servers to post the travel time data. The development cost for another system with our Advanced Transportation Management System will restrict our ability to maintain our other systems.
