About this opportunity
The Missouri Department of Health and Senior Services is issuing an Invitation for Bid (IFB) to establish a Senior Independent Living Program (SILP) in Columbia, Missouri, supporting the healthy aging of older adults in their own homes through community involvement and expanded access to support services. The contract period runs from June 1, 2026, through May 31, 2027, with two optional one-year renewal periods, and proposals must be submitted electronically via MissouriBUYS by January 21, 2026, at 3:00 PM Central Time. Contractors must enroll at least 60 additional eligible adults age 60 and older in designated geographic areas and begin providing services within 45 days of award. Core service deliverables include information and assistance, case management, outreach, friendly visiting/calls, minor home repairs and ramp installation, nutrition assistance, transportation, health and wellness activities, weekly fitness classes, social opportunities, and home safety modifications. Contractors must conduct at least one outreach event monthly, partner with a minimum of four community organizations annually, participate in quarterly SILP directors' meetings, and complete comprehensive monthly, quarterly, and annual reporting requirements. Evaluation criteria allocate 60 points for cost, 25 points for technical qualifications including organizational experience and past performance, 20 points for personnel qualifications, and 95 points for methodology and approach, totaling 200 points. Applicants must demonstrate three years of experience with aging-in-place programs and low to moderate-income older adults, maintain state business registration and tax compliance, and carry appropriate insurance coverage.
The procurement is structured as a Blanket Purchase Agreement with guaranteed not-to-exceed pricing, and all proposals must be submitted through MissouriBUYS with vendors registered in this system to be considered for award. Bonus point preferences are available for Organization for the Blind/Sheltered Workshop participation (up to 15 points) and Service-Disabled Veteran Business Enterprise participation (3 points). Five existing SILPs currently operate in Missouri with general revenue funding, and this solicitation targets expansion specifically in Columbia. The Department will reimburse contractors for allowable costs not to exceed the total contract amount, with indirect costs capped at 15 percent of modified total direct costs, and renewal pricing cannot exceed $97,000 annually for each contract period. The contract involves federal funding, subjecting contractors to federal compliance requirements including 2 CFR Part 200 regulations, Single Audit requirements, debarment provisions, lobbying restrictions, whistleblower protections, and trafficking in persons prohibitions. Contractors must maintain E-Verify enrollment if applicable and meet all business compliance exhibit requirements prior to award. For questions regarding this solicitation, interested vendors should contact Nathan Ridenhour at NATHAN.RIDENHOUR@HEALTH.MO.GOV.
