About this opportunity
The City of Newark, New Jersey is seeking a qualified vendor to provide Senior Food Nutrition services through Request for Proposal (RFP) #2023-44, targeting five senior centers with approximately 250 nutritional lunches daily. The contract will span twelve consecutive months with two potential one-year renewal options, requiring vendors to deliver meals Monday through Friday between 11:30am and 12:00pm. Meals must be nutritionally balanced at approximately 800 calories, offering hot and cold options with mandatory gluten-free and vegetarian selections featuring proteins, vegetables, starches, soups, breads, beverages, and desserts. Vendors must demonstrate a minimum of five years of business experience, provide a recent food inspection certificate, and submit Certified Food Production Manager credentials. The proposal evaluation will be weighted across four key areas: experience and references (50%), management stability (25%), cost (10%), and meal samples (15%). Electronic proposals are due by 10:15am on September 7, 2023, through the city's e-Procurement Portal, with a question submission deadline of August 30, 2023.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must provide a New Jersey Business Registration Certificate and demonstrate compliance with affirmative action documentation and various state and federal labor regulations. While no incumbent vendor is identified, potential bidders must submit comprehensive proposal documentation including references, company profiles, experience with governmental agencies, communication mechanisms, and detailed work plans. The pricing structure requires bidders to quote a per-meal cost for the initial year and potential renewal years, though the city does not guarantee a fixed meal quantity and reserves the right to adjust volumes seasonally. Proposers must also provide meal samples for committee tasting and adhere to strict submission requirements, including specific labeling and timing specifications. The RFP suggests a competitive procurement process with emphasis on vendor qualifications, service reliability, and nutritional quality, though specific budget ranges or award values are not explicitly stated in the provided documentation.
