About this opportunity
The City of Newark, New Jersey is soliciting bids for the 2024-74 Senior Food and Nutrition Program, a comprehensive meal service contract for local senior centers in Essex County. The procurement seeks a vendor to provide approximately 250 meals per day, distributed across five senior center locations, with meals to be delivered between 12:00 pm and 1:00 pm, Monday through Friday. Deliverables include nutritionally balanced meals of approximately 800 calories, featuring varied hot and cold options with proteins, vegetables, starches, bread, beverages, and desserts, with mandatory gluten-free and vegetarian alternatives. Bidders must demonstrate a minimum of two years of business experience in senior meal services, possess food inspection certificates, and submit certified food production manager credentials. Qualification requirements include providing sample menus with nutritional analysis, comprehensive documentation of service delivery plans, and senior satisfaction measurement processes. The bid submission deadline is December 5, 2024, at 10:15 am, with bids to be received exclusively through the City's e-Procurement Portal. Vendors must complete all required municipal compliance forms, including ownership disclosures, non-discrimination statements, and Iran investment activity certifications.
While no specific set-aside designations are explicitly mentioned, the procurement requires extensive documentation demonstrating vendor capabilities, ethical business practices, and compliance with municipal regulations. Bidders must complete multiple mandatory forms addressing equal employment opportunity, Americans with Disabilities Act compliance, criminal history, political contributions, and international investment restrictions. The contract duration is twelve consecutive months with potential for two one-year renewals, and pricing will be established on a per-meal basis with the City retaining flexibility to adjust meal quantities seasonally. Though a specific budget range is not detailed, the requirement of 250 daily meals suggests a substantial annual contract value. The procurement process emphasizes comprehensive vendor vetting, with potential consequences for incomplete or false submissions including contract termination, legal action, and potential debarment from future city contracts. Vendors will be responsible for maintaining meal quality, ensuring proper temperature control, adhering to food safety regulations, and submitting weekly invoices, with the ultimate goal of providing nutritious meals to Newark's senior population.
