About this opportunity

Pinellas County Board of County Commissioners is soliciting qualifications from a hydrogeologic and engineering consulting firm through a Consultants' Competitive Negotiation Act (CCNA) process to design, permit, and oversee construction of two Class I Deep Injection Wells for Senate Bill 64 compliance. The project will establish reclaimed water disposal infrastructure at the McKay Creek Reclaimed Water Re-pump Facility (Site No. 1) and Seminole Park Maintenance Yard (Site No. 2), with a combined injection capacity of up to 36 million gallons per day and one monitor well at each location. The selected consultant will be responsible for survey services, Class I injection well system design and permitting, surface facilities design and permitting, construction oversight, operational testing, preparation of final record drawings, and operational compliance manuals. Deliverables must include Civil 3D format construction plans signed and sealed by a Florida-licensed Professional Engineer, technical specifications, design notes and calculations, and as-built record drawings. The seven-year contract term commences from the Notice to Proceed. A non-mandatory site visit is scheduled for April 22, 2025, at 2:00 PM at the McKay Creek Wastewater Treatment Facility, with written questions due by April 25, 2025, at 3:00 PM Eastern Time and all submittals due by May 8, 2025, at 3:00 PM Eastern Time. Evaluation will utilize a 1,000-point written proposal scoring system based on firm qualifications and personnel (425 points), past performance and project experience (375 points), volume of work previously awarded by the County (50 points), minority business status (25 points), Pinellas County Small Business Enterprise certification (100 points), and office location (25 points); potential additional 1,000 points may be awarded from oral presentations if requested. Submittals must follow Standard Form (SF) 330 format limited to 100 pages total and must include references, insurance certificates, and other supporting materials submitted through the OpenGov procurement platform.

Small Business Enterprise (SBE) certification and minority business status are evaluation criteria that can contribute up to 125 combined points toward the selection decision. Professional liability insurance of $2,000,000 per occurrence and $2,000,000 aggregate is required, along with workers' compensation and commercial general liability coverage of $1,000,000 per occurrence; all contractors must be properly registered with the State of Florida and comply with E-Verify requirements. The solicitation does not identify any incumbent vendors or specify current contractors. The project is supported by the South Cross Bayou Aquifer Solutions Feasibility Study, which identified three potentially viable sites and confirmed hydrogeologic suitability for Class I injection well development. No specific award value or budget range is disclosed in the qualifications-based selection process; compensation will be negotiated through a fee schedule with the selected firm following board recommendation, with lump sum fees established for seven defined task phases of Basic Services and additional compensation available for Optional and Contingency Services up to a negotiated maximum amount. The contract addresses Florida's Senate Bill 64 requirement to eliminate nonbeneficial surface water discharge of reclaimed water from municipal wastewater plants by January 1, 2032.
