About this opportunity
Seminole County Leisure Services Department is seeking a vendor to cover and wrap 5 aluminum monument signs located across 4 different county parks through a competitive bid process (BID-604525-23/MPG). The project requires the vendor to provide labor, materials, and equipment to completely wrap signs at Midway Park, Sunland Park, Lake Dot Park, and Winwood Park, with specific requirements including using material equal to or better than 3M IJ180 Controltac Graphic Film. The contract mandates completion within 45 days of notice to proceed, encompassing site visits, measurements, editing, printing, and installation. Vendors must provide a 1-year workmanship and product warranty covering potential issues like bubbling, fading, or poor installation, and ensure the signs are watertight. The bid evaluation will use a pass/fail method across four equally weighted criteria: ability and capacity to perform work, character and integrity, quality of previous performance, and reference checks. Key submission deadlines include a question submission deadline of February 20, 2023, and a final response deadline of March 1, 2023, at 2:00 pm.
The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. While no incumbent vendor is explicitly mentioned, the bid documents indicate Seminole County will provide the graphic designs for the signs. The contract requires vendors to submit material samples for approval and coordinate closely with the county's project manager on sign text and proofs before final production. Bidders must comply with various regulatory requirements, including public records laws, workers' compensation regulations, drug-free workplace standards, E-Verify employment eligibility verification, and Americans with Disabilities Act provisions. Additionally, the attached FEMA requirements document suggests potential federal funding implications, which could introduce additional compliance standards. The pricing structure is based on per-sign unit costs, with bidders required to provide unit costs for each sign type and location. The county reserves the right to reject any or all bids, make multiple awards, or cancel the project entirely, though no specific budget range or total contract value is explicitly stated in the provided documents.
