About this opportunity

The State of Minnesota, through its Department of Administration Office of State Procurement, is soliciting responses for a one-time purchase request for the furnishing and installation of two semi-automatic turntable stretch wrap machines with pre-stretch heads at MINNCOR Industries in Moose Lake, Minnesota. The first system requires a ramp without a scale, while the second system requires an integrated scale and ramp. Contractors must provide all equipment, delivery, installation, required accessories, onsite training (approximately four hours for 5-10 staff members within seven days of installation), scale recalibration services, and a three-year warranty package as a single lump sum total cost. Both systems must meet specific technical specifications including a 25-30 loads per hour production speed, 65-inch diameter turntable with 4,000-pound weight capacity, and 80-inch standard wrap height. Proposals must be submitted electronically through the SWIFT Vendor Supplier Portal no later than 2:00 p.m. Central Time on May 4, 2026, with written questions and clarifications due to Mandy Flum at mandy.flum@state.mn.us by April 27, 2026 at 12:00 p.m. Central Time. The anticipated contract term is effective June 1, 2026, through September 30, 2026, with an option to extend up to an additional 12 months in increments determined by the State, and award announcement is anticipated by May 11, 2026. Evaluation will occur in three phases, with responses scored on acceptance of State terms and conditions (100 points), cost detail (900 points), and preference points for eligible businesses (120 additional points).

The State encourages participation from Minnesota-based small businesses and businesses owned or controlled by minorities, women, individuals with substantial physical disabilities, veterans, service-disabled veterans, or those located in economically disadvantaged counties through the State's Small Business Procurement Program. All products must be new, of current manufacturer production, and meet federal and state safety codes effective at the date of manufacture, and the contractor must comply with Minnesota prevailing wage requirements for state-funded construction projects based on Carlton County rates. The contractor is responsible for Workers' Compensation Insurance, Automobile Liability Insurance ($2,000,000 per occurrence), and Commercial General Liability Insurance ($2,000,000 per occurrence and aggregate), with performance and labor/material bonds required if the project cost exceeds $175,000. All contractors must conduct background checks and comply with E-Verify requirements for all newly hired employees in the United States. The estimated total dollar value of the contract for one year is $26,000; however, this figure is neither a minimum nor maximum obligation. The State reserves the right to reject any or all responses, negotiate with the highest-scoring responder, request best and final offers, conduct demonstrations, or award to multiple responders as deemed in the State's best interest.
